Our Services

The General Department of Energy defines national policies, plans, strategies, regulations and standards for the energy sector, in part of civilian nuclear, including ionizing radiation, and electricity. It plans for long-term supply, sets priorities for electrification and renewables, and establishes the legal and regulatory framework. In addition, it promotes the effectiveness of the management of radioactive substances and radioactive sources. Recent initiatives and regulatory instruments under the Ministry of Mines and Energy’s mandate include: 

Following the national policy on mineral resources 2018-2028, the vision of the Royal Government of Cambodia for the mining sector is to “develop mineral resources for economic and social benefits by taking into account good governance and environmental responsibility”. According to the Law on Mineral Management and Exploitation, the Ministry of Mines and Energy is the authority responsible for mineral resource management. Its responsibilities include conducting geological research and oversight, issuing and monitoring exploration and extraction licenses, and ensuring compliance with safety and environmental standards.

The Ministry is responsible for overseeing the entire petroleum value chain, from Upstream to Downstream. It develops and implements sector policies, issues permits and licenses, regulates petroleum operations, and ensures adherence to safety and environmental standards. As a central pillar of national energy security, the Ministry also leads efforts to transition to cleaner fuel and sustainable development. In addition, it promotes investment opportunities and ensures the responsible stewardship of petroleum resources for the nation’s long-term benefit.
